Yeah, I know full well what she was talking about. Its like saying you have to accept a job before our finance committee can tell you what your salary is.
wasn't this supposed to be solved with the change from Obama... Where bills were to be published online 48 hours BEFORE they were voted on?  We could have found out what was in it then, couldn't we?

They still don't know all the effects that this Health-Care Law will cause as it's implemented. What kind of idiot would pass a bill with 2700 pages without finding out how this will impact the whole country. I hope the Supreme Court finds the whole law unconstitutional and sends it back to Congress to do it over again the right way.

Many bills are passed through Congress in one form, then voted on in the Senate in a slightly different form, then
on to committee where the two bills will often merge into an entirely different bill.

Congress has to pass the original bill and pass it along to the Senate to FIND OUT WHAT IS IN IT... once it
comes out of committee.  
Nancy was merely voicing the reality of many bills.  Vote, then wait for the compromise and vote again.
