And the "teacher' not fired but sent to another school.  

When my youngest son was at Martin Luther King School a lunch aide was making fun of his Tourette's Syndrome in front of everyone. My son's friend told me. The next day I went to the school and talked to the principal, the lunch aide was immediately brought in and fired right in front of me.

This isn't "bullying", it's verbal abuse of a child by an adult teacher.  The word bully is waaaaay over used.

It is clear, after watching this video that this teacher and aid are NOT qualified to teach even children with no disabilities. They both should have been fired on the spot. My only question is..............why is this teacher still employed as an educator?
