Governor Carey was also a benevolent man ... giving to many good causes.

He established the Paul R. Carey Foundation to assist cancer patients -- the foundation named for his son who I had the privilege of knowing and who died of cancer in 2001

In explaining what happens with regard to layoffs, I am not comparing apples to oranges, as I am not COMPARING anything. Layoffs are civil service employees. Layoffs are by item and seniority, not political affiliation. Yes, the system is manipulated to "hide" political appointees and hang on to them,that is not in dispute. Appointees are not laid off, they are fired. There is a difference. Everything in my post is accurate.

The position I had would never have been a political apointment becuase it was not not that kind of job
If I had been a Political appointee I have no problem saying so, but that was not the case.

Former New York Governor Hugh Carey will be honored by having the Brooklyn Battery Tunnel renamed the Hugh Carey tunnel. Many have called Hugh Carey one of the greatest Governors New York State ever had. Why? Because he pulled New York through one of the toughest economic crises ever. Wikipedia has a pretty good summation of how he did it. See if you notice anything interesting.

Carey was elected Governor in 1974, unseating incumbent Republican Malcolm Wilson, who had assumed the office after Nelson Rockefeller had resigned. President Richard Nixon’s resignation that year because of the Watergate scandal made Republicans nationally unpopular. Carey became the state’s first Democratic Governor in 16 years. In 1974, Democrats also recaptured the New York State Assembly. Carey is best remembered for his successful handling of New York City’s economic crisis in the late 1970s. As Governor he was responsible for building the Jacob K. Javits Convention Center; Battery Park City; the South Street Seaport and the economic development of the outer boroughs of NYC. He also helped provide state funding for the construction of the Carrier Dome at Syracuse University. He is also remembered for preventing conservative legislators from reinstating the death penalty and preventing such legislators from taking away state abortion laws.

Upon taking office, Carey cut taxes significantly, reduced corporate taxes from 14 percent to 10 percent, capped personal income tax at nine percent, and reduced capital gains taxes. His administration also offered tax credits to encourage new investment.

Carey came into office with New York City close to bankruptcy. He brought business and labor together to help save New York City from the fiscal crisis that befell it in the 1970s. Carey managed to keep the growth of state spending below the rate of inflation through his frequent of use line-item veteos and fights with the New York State Legislature, which the Republicans controlled in the Senate and the Democrats controlled in the Assembly.

Can you imagine a Democrat operating on a platform like that in 2010?

The irony is that Carey is credited (quite frequently by Democrats, ironically enough) of pulling the state out of an economic nightmare using methods that, today, are called “gifts for the rich” and “rewards to Wall Street” and “Screwing Main Street.” For a guy who’s widely accepted to be a great Governor, we sure didn’t learn a lot from him, did we?

I have particularly fond memories of a party held at the Executive Mansion -- when I was in college -- it is a very nice place to live and a great venue for entertaining.
