Hot off the press!  There is a move to combine the services of the Rec. of Taxes, Town Clerk and the Assessor's Office.  Looks like a trump card via the Gov's grant money incentives in play.  Word is the "Appointed Assessor" will then assume the duties of all three and this little pissing match between JD and DM will be short lived.  Dawn P will be retained as a Deputy at same salary. Hmmmmmmmm  As Rotterdam turns!

Albany pols involved in discussions.  There may not be a special election after all.

More to come on this developing story.

You can't legally combine the two elective offices until the end of the current term --- December 31, 2013 ...

so there has to be an election to fill the unexpired portion of the Town Clerk's 4 year term .. and the Receiver of Taxes is safely in her position until the end of her current  4 year term.

I have it from a very reliable source that the Govs office is exploring the option of merging the offices before calling for a special election. If there is a potential savings to the taxpayers it will be strongly recommended. Makes sense and is being explored. There is bi-partisan support behind the scenes and JD is not going to be the Town Clerk if Albany has its say.

The text below is from a community newsletter from a downstate muny.  It is the prototype for a potential change in the Rotterdam elected officials landscape.  Read as follows and the link can be found at ramapotimes.com.

"The Supervisor and the Town Councilmembers propose the elimination of the Receiver of Taxes position, which would merge with the Office of the Assessor.  The new office would allow for more streamlined services to residents regarding property tax assessments and payments.  The proposed consolidation would allow for other positions within the Receiver's office to be abolished, including the Deputy Receiver of Taxes. Part of the consolidation review is to explore the feasibility of contracting with a local bank to assist with the collection of taxes."  Exerpt from a proposal from a down state town.

Additionally, the Town Supervisor and Councilmembers reviewed the Town Clerk's office.  Under the proposal, the Town Clerk's salary would be reduced from $124,000 to $70,000, effective upon the resignation of the current Town Clerk. No decision has yet been made by the Town Board regarding replacement of the outgoing Town Clerk, David Carlucci who was recently elected to the NYS Senate effective January 2011.  In addition to the salary reduction, the restructuring will result in the elimination of funding for the position of Deputy Town Clerk.

In all, the complete restructuring plan would save the Town about $450,000 each and every year.

"We are aggressively looking at consolidation initiatives that make sense within the Town of Clarkstown," said Councilwoman Shirley Lasker.  "We understand the need to reduce the cost and size of government, which is why we continue to review every department and every position to ensure that it is essential to the function of government."

"We need to protect our residents from high taxes and provide savings wherever possible," said Councilman Frank Borelli.  "In these difficult economic times, we have to be sure we do whatever we can to be responsive to our resident's concerns on how we spend their money.  I am happy we are unanimous in supporting this initiative to do what's best for the taxpayers of Clarkstown."

New York State law requires that there be a public referendum to abolish the Receiver of Taxes position.  A referendum could be placed on the ballot in 2011.  If it passes, the Office of the Receiver of Taxes, and the positions contained within the office, will be abolished effective January 1, 2014.

Under New York State law, even if the referendum is approved by the voters in November 2011, the Office of Receiver of Taxes could not be abolished until the current elective term expires on December 31, 2013.

The position of Town Clerk is a constitutional office within the State of New York and therefore cannot be abolished either by local town law, town board resolution or public referendum.

It would appear that if this consolidation effort is a reality, then there will be a flock of entrants into the Town Clerk's race in Rotterdam.  It's for real and is being discussed.

I have heard that there will be retirements in the Rotterdam Rec of Taxes Office that have led to an overhaul of the budget requirements.  I have also heard that the Rotterdam Town Clerk's salary will be proposed to be reduced to a part-time salary congruent with the part-time assessor's salary.  Just another fly in the ointment I guess.

"The Town Board continues to put the taxpayers of Clarkstown first by saving money without reducing services," said Councilman George Hoehmann.  "The move for consolidation in government has been raised by our Governor-elect Cuomo and is something we are seriously considering on the local level."

No BS here.  Just procactive savings for the taxpayers.  No New Taxes!!!!!

All of those who have been mentioned as candidates for Town Clerk are retreads.  Electing ANY of them
would result in more political schemes being launched from town hall.  It's time to find someone new
who can fulfill the requirements of the office and who only wants to serve the residents and not engage
in the political bull5hit of those who have been circling Eunice's office awaiting the end of her tenure.

Pallleeeezzzzeeee..........who really gives a crap about a town clerk??? I mean really!!! Rep, dem, female, male, part time, full time, merged...........who cares?????????

It's just way too funny to sit back and watch the rotterdam vultures eat their own!!!! ALL of the present rumored rotterdam retread contenders have a lot of baggage....both personal and professional.

So just sit back and pass the pop corn.

Remember, this position carries NO decision making government privileges. IT'S JUST A STUPID TAXPAYER PAID, OVERPAID, CLERK'S POSITION!! They need to know how to file, type and 'notarize'!!!

The article makes my point --- it can't be done until 2013 --- read the actual statute .. any resolution to abolish the elected position of Receiver of Taxes can only be acted upon  during a specific period  during the last year of the term of office  (basically  Spring 2013 in our case).

The other thing is that the duties of Receiver of Taxes - by law - would revert back to the elected Town Clerk.    The collecting of taxes is the duty of the Town Clerk in any town that does not have a separately electedReceiver of Taxes or, in some cases, an inter-governmental agreement with a neighboring municipality to collect the taxes.

I don't think dm will run for anything again. She has been quoted by many rotterdamains stating that she would never run for anything else again. Good move on her part.

DM never was quoted that she would not run again for a political office. She stated she would not run for TB.Yes DM would like to run again the gazette has stated that and DM will make a wonderful Town Clerk she
certainly has work ethics and will be at work everyday and then some. September 13 is the primary and the political parties have 7 days after that to make endorsements!!
