Note the improvement from 2007 to today.
In 2008 the only country with lower approval than the USA was Russia... Today the USA under Obama is ahead of all countries, and ahead of most by 10%.

So when American leads from a position of weakness, the rest of the world approves?  Great!  Maybe when the dollar collapses and the U.S. dollar is no longer the world reserve currency which will lead to America's fall as an economic power, we will get a higher approval rating from the rest of the world.  I'm sure that will make you feel good Box.

The Bush years convinced many countries that the USA had lost it's mind.  With the attacks of Sept 11,2011, the world was on our side.  Even countries that often sided against us, supported the USA because of the WTC attacks.

George W Bush, especially with his WMD lies and the entire Iraq war, turned the World against the USA. Even China was looked upon  more favorably than the US under GWB.
The entire world's economies suffered due to the Bush Economic Meltdown.

In just over 2 years in office, Barack Obama has reversed that race to the bottom and  put the USA on top as the most respected leadership in the world.

Politics is about power...when you are perceived as weak, you are not considered a threat and therefore are viewed favorably. You ever notice when a boxing champion faces a scrub in a bout, he doesn't criticize his opponent, but looks for ways to "be nice"? But on the other hand, when facing a formidable challenger, the talk gets heated real quickly?

Obama at best is perceived as an apologist, and at worst, is thought of as an open bank account

The Bush Bad/Obama Good isn't only my opinion Cicero, it's the opinion of the entire world.  Check out the graph...

There are few who still support GWB... most of them are on a mission in the Iraq deserts, desperately digging up the terrain looking for those Iraqi WMD's.

Germany and Turkey have both indicated that they are withdrawing from the coalition.  This leaves the French,
Canadians, British, and a few other NATO members who are participating.  The US is supplying the overwhelming
share of air power.  

The command (of the US military involved with operations in Libya) may have been handed to over to NATO,
but the U.S. is still the major power in the operation.
