It is a rather simple concept -- the state income tax is collected from ALL across the state and the portion for
education would be divided equally  ..  a set amount for each pupil .   No district would get more money per pupil just because it has a "well connected" state legislator.

The current system depends on a local property tax.  Poorer areas can't afford to pay as much per pupil
for education as more affluent areas.   Furthermore, more affluent areas tend to get more state aid if they
have a "well connected" state legislator.

It is a rather simple concept -- the state income tax is collected from ALL across the state and the portion for
education would be divided equally  ..  a set amount for each pupil .   No district would get more money per pupil just because it has a "well connected" state legislator.

The current system depends on a local property tax.  Poorer areas can't afford to pay as much per pupil
for education as more affluent areas.   Furthermore, more affluent areas tend to get more state aid if they

oh...BTW...it wouldn't matter if the quality was linked to green backs or buttons......you get what you pay for and what you make an
effort for.....that is America.....just like exercise....over weight vs healthy weight.....there are choices and whether they be 'right' or

Your above post and the next two .. just don't make any sense.

Public Education has been been recognized by the New York State Constitution as one of the basic
public services that the state should guarantee its residents.  
My proposal is not a new proposal.   It is not handing out fish or giving money to unwed mothers or
any of the foolishness that you are spouting.

It is saying that the property tax is an outdated way to finance an essential public service.  50% (or more
in some areas) of your property taxes are paid to the local public school district.    The more affluent
areas can afford to spend more per pupil than poorer areas because they have a higher property value.
PLUS the more affluent areas tend to get more State Aid for Education .. on top of that.

Eliminating the property tax as the primary funding source for public education -- would lower the average
New York property owner's tax bill by 50% ... and would actually encourage reinvestment in our urban areas
and poorer rural areas.

By paying for public education solely through the state income tax, we would spread the cost burden over alarger tax base (including renters and non-property owners)  and by distributing the  funds for education
EQUALLY on a per pupil basis .. we  make a more equitable education system.

I think that using income tax as the primary source of school funding, spread evenly across the state would be a major mistake.First, it would not guarantee a superior school district through out the state.
Second, Schenectady schools get a huge amount of money and they can't graduate half of the kids.
Third, this would take control away from each individual municipality.
Fourth, urban schools, especially downstate, get the lion's share of lotto money. Most are in inner city schools. It doesn't help.

School districts should be exclusively under the jurisdiction of that municipality according to its individual residence. Municipalities are reflective of the schools success rate.

It's the unions that are the primary reason for the high taxes.

Charter schools school be embraced and introduced into each community.

Not a bad idea  -- but we have to get rid of the property tax for public education, too.


income tax could never be used.....it is unstable....especially after all that is occuring right now....the only 'guaranteed' income is
government funded/mandated....(mostly).....

anyhow, as the future comes at us....the public schools will cease especially with the technology that is out, and that is just today....
parents can work from home and hire private teacher(s).....co-ops are a good way to change it....

Schenectady schools do answer to the voters......and they can't graduate half of the kids. Throwing money at a problem does not necessarily solve the problem. Schools are a reflection of it's community. Need we say more....?

If the equalization of funds to schools were proposed, you'd hear a roar from the communities that willingly pay high school taxes to guarantee a high graduation rate and in return a higher value on homes.

And property taxes are 'constant'....income tax depends on the economic climate. This present recession is a prime example.

Equalization funding won't fly!
