If they set the cap at 2% - as proposed - that would cause many counties, municipalities, school districts and other taxing districts to have to trim their budgets and, in many cases, consider sharing services with neighboring government entities or outright consolidating with neighboring government entities.
Quite frankly, I would put the cap at 0% for the first 3 years --- to really force the issue and bring government spending under control.

I would like to see the Governor and State Legislature eliminate property tax as the major funding source for public education. My proposal would have basic state mandated education funded through the state income tax --- and it would simplify the state aid formula ... the Governor and Legislature would set an amount to be spent per elementary student (A), per middle school student (B) and per high school student (B) ..... each district's state aid formula would then be ( A x # of elementary students) + (B x # of middle school students) + (C x # of high school students).
Local school districts could levy a property tax for sports, extracurricular activities and any additional programs not mandated by the state.

No it won't. Look at Schenectady. They add curb fees, trash fees, inflate assessments to bogus levels and the school board inflates a contingency budget scaring voters. Schenectady had all the tools to cut the budget (eliminate cell phones, City vehicles, golf pro salaries, overtime padding) and what happens? The Mayor does a secret deal with firefighters and adds another 8-12% in taxes for the homeowners?! The Cities have no idea how to save money, bring in businesses or even BALANCE a budget.

The inescapable fact is that New York State's municipal boundaries are almost entirely 19th century creations and no longer are sustainable. We need to move the state into the 21st century.

are you kidding?...no one pays income tax in Schenectady....everyone that has 1 or more kids and makes $7-$15hour gets PAID..at the end of the year.....they dont pay income tax....hell...get rid of public schools and everyone can go private including those who the government hands $$ back to at the end of the year....I work with folks that have kids, dont own a home, and get $4000-$8000 back after filing....not to mention the services they get all year....

Financing schools through the property tax is archaic -- if it wwre financed through the state income tax the cost would be shared among all income tax payers across the state -- and that way ALL schools would get the same funding per pupil. That means that kids in poorer communities would get the same education as kids from rich communities. And EVERYONES' property tax bill would be cut in HALF or more .. depending on where you live.

NYS just added $600,000 in State Police raises for the highest brass. Some are making more than Gov Cuomo. Cuomo's top aides are making over $170,000. DeeDee and the fired Grandis have landed on their feets.
So far this administration talks a good game but nothing has changed. Let's see how they deal with the two elephants in the room- Education overspending and Medicare overspending.
