The problem is that people are fleeing the city... The ridiculous taxes are chasing them away.
If we had an affluent populace that could afford these taxes and crime was low, people would not be leaving.
No amount of trails or high speed rail transportation... will be changing that.

The multi-modal trails and the high speed rail service are pieces of the puzzle. We probably should have invested in high speed rail service 50 years ago -- rather than on the hideous and too expensive to maintain Interstate Highway System. Likewise, we wasted 50 years on "urban renewal" that did more to destroy older northern cities (take the Amsterdam Mall that only cut the city in half and ended up vacant and useless).
Will the trails and the rails lower crime -- not by themselves -- but the rails -if built properly - will reconnect our city centers across the state and as gas prices rise people will want to live closer to the city centers to save money on fuel. The trails will radiate from those city centers .. as people adopt habits such as walking or riding to work, school or to other places. So they do IMHO have a role in revitalizing cities like Schenectady and towns like Rotterdam.
