286.10 Authorize and approve the modification of the “Town of Rotterdam Purchasing Policy
and Procedures.”
287.10 Authorize the Town Attorney to enter into a Settlement Agreement in the matter of
Ulisse and Paolina Battista vs. Town of Rotterdam Index # 2010-1610 Article 7 tax
proceeding for the tax year 2010.

289.10 Authorize the Supervisor to release retainage in the amount of Thirty Thousand One

290.10 Authorize the Supervisor to release retainage in the amount of Fifty one Thousand
Nine Hundred and Fifty Five and 00/l00 ($51,955.00) Dollars to Carver Construction
in association with completion of the Masullo Estates Drainage Improvement Project

291.10 Authorize the Supervisor to release retainage in the amount of Seventeen Thousand Six
Hundred and Eighty Nine and 20/l00 ($17,689.20) Dollars to Carver Construction in

292.10 Authorize the repair of the Ceramic room entrance/exit located at the Rotterdam Senior

Resolution 287.10  -- Mid 2009, the two family members came before the town board because a rezone from R-1 to R-2 was needed on this property so they could build a duplex in the midst of all single family homes.  They appealed to several of the Board members to convince them to vote in favor of the rezone in spite of the neighbors' opposition.   Now that they got their rezone and their duplex is finished, they don't agree with their assessment.  Heck, this place is over 3,000 sq ft.

Yesterday's agenda meeting was quite revealing with regard to the intentions of FDG and Bob Godlewski...

For one thing, it confirmed the previously noted suspicion of an "end run" around the real target of a proposed job cut. That is, the part timer in
the Supervisor's office that was slated for elimination is suddenly safe...they just conveniently figured out that this comes down to seniority...and the
former typist/FREE Deputy Clerk now working in Public Works miraculously has less of that seniority. You may recall that the password scheme originated
in Public Works. Obviously that failed, so it was on to Plan B. Fortunately DiLeva and Martin are onto it and plan to amend their so-called "cuts", as
they have identified numerous other cuts that can and should be made instead. Parisi was absent, but I'm sure he will see through this scheme as
well. The danger, of course, is Laccardi the Town Attorney, who was vague in his explanation to DiLeva as to the procedure and time frames involved
in proposing changes to the budget...she will not be at the town meeting tomorrow night due to a professional commitment she cannot escape.

Other amended budget items included INCREASES to departments who had requested less money! There is something very fishy about these
budget amendments...especially when you consider that, as usual, FDG/Godlewski/Laccardi are conducting all of the discussions themselves, to the
exclusion of DiLeva, Martin and Parisi...they are our local version of "three men in a room". Be assured that Dieva and Martin are not going to lay
down...and I don't think Parisi will either.

They can discuss proposed amendments...it just won't PASS without a quorum...and it looks like there will have to be many changes
before winning majority support from the Board.

For the regular Town Board meeting, a verbatim transcript is made from the video.   Since there is no video
of the agenda meeting -- and I am not certain that the meeting is taped on a tape recorder -- I suspect that
the agenda meeting only has summary minutes.
