240.10 Appoint Rachel E. Manning of Rotterdam Junction, New York as Dispatcher for the
Rotterdam Police Department, full-time, probationary, with full employee benefits, at
an annual salary of $35,845.74, effective September 7, 2010.
PUBLIC HEARINGS:
For a Comprehensive Plan Amendment and Change of Zone request from the Town of
Rotterdam on an approximately 3.6 acre parcel from Retail Business (B-1) to Multi-
Family Residential (R-3) to facilitate the redevelopment of the former Draper School
property located at 901 Draper Avenue, Rotterdam, New York 12306.
Public Hearing was called for at the Town Board meeting of August 11, 2010.
PRIVILEGE OF FLOOR FOR AGENDA ITEMS

241.10 Adopt Local Law No. Nine (9) of the Year 2010 for the following purpose:
. To add to Chapter 270, a Landmark and Historic Preservation ordinance relating to the
establishment of protection for the prehistoric, historical, and cultural landmarks in the
Town of Rotterdam, Schenectady County.
Public Hearing was called for at the Town Board meeting of July 14, 2010.
Public Hearing was held at the Town Board meeting of August 11, 2010.
242.10 Call for public hearing to be held on Wednesday, September 8, 2010 at 7:00 p.m. at the
John F. Kirvin Government Center, Town Hall, 1100 Sunrise Boulevard, Rotterdam,
New York 12306 upon adoption of a Proposed Local Law of the Year 2010 for the
following purpose:
To amend Chapter 266 of the Code of the Town of Rotterdam entitled,
“Vehicles and Traffic” as follows:
Install stop signs on Day Spring Court at its intersection with Puritan Drive
and Stacey Crest Drive.
243.10 Refer to Planning Commission for report and recommendation thereon a proposed
Local Law of the Year 2010 for the following purpose:
For a Change of Zone request on approximately 6.381 acre parcel from
Agricultural (A-1) to Multi-Family Residential (R-3), on Tax Map
Number 57.-3-16 located on the Northeast corner of Feuz Road and
Country walk Road, Schenectady, New York, 12306. The applicant
proposes to construct a five (5) mixed residential buildings.
244.10 Authorize the Supervisor to enter into an agreement with the Board of Directors and
the Captain of the Duanesburg Volunteer Ambulance Corps, Inc. in connection with
the Rotterdam Police Department (“RPD”) and the Duanesburg Volunteer Ambulance
Corps, Inc. (“DVAC”) for the Purposes of Advanced Life Support Services.
245.10 Authorize the Supervisor to sign an agreement with Fiscal Advisors & Marketing, Inc.,
located at 35 Ginger Terrace, Clifton Park, New York 12065, to act as Financial
Advisor to the Town of Rotterdam.
246.10 Authorize the Supervisor to sign an Application Service Provider Agreement with
Tyler Technologies, Inc., located at 370 U.S. Route 1, Falmouth, Maine 04105, to
provide maintenance server, and disaster recovery service, for the accounting resource
and payroll software system.
247.10 Appoint a Designated Employer Representative (DER) as stipulated in the Town of
Rotterdam Controlled Substances and Alcohol Testing Policy.
248.10 Authorize the Town Attorney to enter into a Settlement Agreement in the matter of
Dino Viscusi vs. Town of Rotterdam Index # 2009-1629 Article 7 tax proceeding for
the tax year 2009.
249.10 Authorize the Town Attorney to enter into a Settlement Agreement in the matter of
Donald P. Regula, Sr. vs. Town of Rotterdam Index # 2009-1424, 2010-1675 Article 7
tax proceeding for the tax year 2009/2010.
250.10 Authorize the Town Attorney to enter into a Settlement Agreement in the matter of
Capital Digitronics, Inc. vs. Town of Rotterdam Index # 2009-1425 Article 7 tax
proceeding for the tax year 2009/2010.

What's with this town and the multi-family residential housing?   How many of these units are going to be built only to sit empty like Long Pond?

Long Pond was a bad project from the outset - but it is not empty.

This public hearing is about a project to use the old Draper School as a DAV housing facility.  It is the   national DAV that is behind the project ... I would assume they have the evidence to back up the need.
Since there are no other proposals (good or bad) on the table for the Draper site --it is time to do something.

The DAV proposal for the old Draper School appears to be the highest and best use for this property, and deserves serious consideration by the Town. Kudos to FDG and the town board for pursuing it.

         I do not believe so.  It was part of the Schenectady International Charter School which was defunct but they still owned.  And of course it was tax exempt.

I believe any change in the tax base is moot as the property was owned previously by the Charter School, and that if approved by the Town, the property would remain exempt. I'm sure cleaning up another blighted property would also make the neighbors very happy. This appears to be a win/win- let's just hope the Town doesn't screw it up.

Long Pond was a bad project from the outset - but it is not empty.
This public hearing is about a project to use the old Draper School as a DAV housing facility.  It is the   national DAV that is behind the project ... I would assume they have the evidence to back up the need.
Since there are no other proposals (good or bad) on the table for the Draper site --it is time to do something.


I wasn't talking about the public hearing...my comment was regarding 243.10.   Read before you speak!  You are much better at making announcements about your church's events than speaking about town issues.

i hear a mid sized chemical processing plant is coming about 1 mile down the road down the road west of the site

the sweet smell of success will be just what the new tenants will need

it is amazing what farmers will do to meet this country's ethanol needs - no zoning change required

I understand that the chemical processing plant is considered a renewable energy project and
will be funded by NYSERDA.

And what is this???? Rotterdam needs a Financial Advisor now??? How much is that going to cost the rotterdam taxpayers?????
