NY’s new insurance program accepting applications
The Business Review (Albany)

New York state’s insurance program for people with pre-existing conditions has started taking applications, Gov. David Paterson announced Monday.

Similar high-risk insurance pools are being set up in other states as part of the massive federal health care overhaul legislation enacted earlier this year.

New York’s program will take effect Oct. 1, covering people who are already ill and do not have health insurance. About 15,000 people are expected to enroll, Paterson said.

New York’s plan is being run by New York City-based Group Health Inc., a nonprofit with Albany operations and a subsidiary of EmblemHealth.

NY Bridge Plan, as the program is called, will cost $362 per month in upstate counties, with no deductibles. The per-month cost is $60 more downstate.

NY Bridge Plan will expire at the end of 2013. By that time, under the federal law, New York will have established a state-run health insurance exchange.

People who receive coverage in the NY Bridge Plan will be able to buy insurance through the new state exchange, Paterson said.

The state is receiving $300 million from the federal government to run the NY Bridge Plan.

Enrollment is a first-come, first-serve basis. Eligible participants must be in-state residents who are also legal U.S. residents; they must also have gone without health insurance for the last six months.

Uninsured Slow To Sign Up For Coverage

HACKENSACK, N.J. - Just two people in New Jersey will begin receiving coverage Monday under new plans created by federal health care reforms.

NJ Protect plans are available to those who have been without insurance for at least six months and submit evidence of pre-existing health conditions.

The state will receive $141 million in federal subsidies to cover claims that exceed the premiums paid by the beneficiaries.

Horizon Blue Cross and Blue Shield of New Jersey spokesman Tom Vincz expects more people will enroll in the coming weeks.

Vincz says more than 600 applications were downloaded and 268 information kits were sent out following the program's announcement on Aug. 1.

Two policies are available, with premiums ranging from $212 to $768 monthly, depending on age.

Eligible applicants will be notified in the order that their applications are received. Completed and approved applications received by the 15th of the month will be effective the first day of the next month. For those received after the 15th, coverage would be effective the first day of the month after the following month. If the NY Bridge Plan reaches capacity, a waiting list will be established.
