does the town have a written HIPAA policy for all town employees
no.

In the absense of policy the application becomes the policy

so the next question

Does the data meet the criteria of the aplication?
no  - if no diagnoses, then the document fails the test

and do various employees have acces to the clerks office?
yes
and untill last week non-employees  - ie new sign "authorized personel only"

and just by looking you can see boxes of documents of "god knows what"

common med office proceedure is
ALL doc's in locked file cabinets at the end of the day
ALL doc's face down
shread all daily working paper(notes, postits) at the end of the day
All PC screens not in public view

and.... how about that employee handbook?

do not give anyone your username and password.
than it says
you must supply your supervisor your username and password
- a pure violation of HIPAA -

so Who gets to pay for this ongoing SCREW UP

boomer what ethics? There is legal and illegal. If the records are public they are public and are subject to foil. If they are not public they are not subject to FOIL. If you don't want people to know your information, don't apply for the government's help. You want to talk ethical: how ethical is it to expect the government to spend money and give you a bunch of stuff, and the public not having any right to know how tax dollars are being spent?


Or, if you REALLY want to talk about ethical, how ethical is it for a notary to notarize documents when the signer isn't there, when the supposed signer has actually been dead for years?

this issue hasn't been addressed for 9 years

I'll take any administration with the guts to do it right

here is how it will play out in Rotterdam

we terminated the "leak",  all fixed (they will use a cost cutting excuse) - DM and MG can do it all (clerks/FOILs)

no policies before the residents

just try getting an employee manual change by the CSEA

that will cost us 4% a year for the next 3 to 4 years  - contract is due this year

which is really a 17% increase

GL- if EE knew that was the case do you think she would have done it?  Of course not.  She thought she was helping a senior citizen who could not come in.  The real culprits are the people who tried to dupe EE.  Medical information  is PRIVATE information.  Your SS# is required for things too.  Do you want the public to have your number?  Stop already with the EE controversy.  You guys are beating a dead horse.  Most of the general public is backing Eunice.  The only ones with their underwear in a bunch are the Reps.  They just can't believe they've lost.

you just convicted her.....ok,,,,medical information private--from whom???? so isn't being DEAD medical information.....so having NOT verified the person's
legitimacy either dead/alive, w/c bound, cardiac, dementia, diabetic etc.....she is WRONG.....

NO ONE duped/set her up.....she knows the office and it's policies/laws/regulations-----THAT'S WHAT I FREAKIN' PAY HER FOR....along with the guaranteed CSEA crap....
