Thomas Casey took a few hits from the Office of General Services and quit as its director of Empire State Plaza Operations. Because he was the ultimate boss of the guys who smoked pot and napped in the "man cave" in the East Parking Garage, OGS Commissioner John Egan penalized Casey with the loss of five days of accrued time and $2,204 in cash. OGS Deputy Commissioner Paul Larrabee said Casey was slated to be reassigned before he left.
Two other managers who allegedly fell down on their oversight could also face discipline. Casey and the other managers, according to the Inspector General's report, "willfully failed to exercise any supervisory control ... even though they knew, or should have known, of the ongoing conduct in the East Garage including drug activities, failure to work and abuse of subordinate staff."
Casey's OGS pay grade was good for $114,000. He enters his new job at the State Department of Education at the same grade as the director of Education Business Management Services, having beat out three other candidates who responded to the SED opening.
"Tom Casey was found to be the best qualified candidate," said SED spokesman Tom Dunn.
And I thought these things just happened in Schenectady. I see that this pathetic behavior is statewide!
