N.Y. moves up on ‘Best States for Business’ list New York state fared better on the Forbes annual ranking of Best States for Business, taking the No. 32 spot this year. Last year New York was ranked No. 38. The rankings were based on several factors, including quality of life, regulatory environment, labor force, business costs, potential for growth and economic climate. New York ranked near the bottom for business costs, at No. 46, and at No. 35 for growth prospects. New York was No. 30 for its labor force. The state was also ranked No. 17 for regulatory environment, No. 18 for economic climate, and No. 13 for quality of life — its highest ranking. Virginia took the title of having the best business climate in the U.S. for the fourth time. Several other neighboring and nearby states ranked lower than New York, including: Pennsylvania, No. 33; Massachusetts, No. 34; Connecticut, No. 35; Maine, No. 41; New Jersey, No. 45; and Vermont, No. 47. Dead last on the list was Rhode Island, because of its regulatory environment, business costs and economic climate.
