This purpose, to me, reads that if a person is not responsible enough to have taken into account the fact that they may have an issue at some time, so that they don't put away money to be able to have the money to take care of the cleanup in the future, the insurance company now knows that they may have to pay for this, therefore they will raise the rates for ALL of those covered, so that they have the money to pay for the claims when they come in.  That's a mandate on ALL property owners for those who have oil tanks and don't prepare for the possiblities.

BACKGROUND AND JUSTIFICATION:  A petroleum discharge or spill is a seri-
ous threat to the environment.  Spills that occur on residential proper-
ties can cost anywhere from several  thousand  dollars  to  hundreds  of
thousands of dollars to clean up. Many of these spills involve petroleum
storage  systems  whose  tanks or lines have leaked allowing oil to seep
into the soil and impact groundwater which is a typical source of drink-
ing water.  Remediation may include soil excavation.  tank  removal  and
replacement (if the tank was the source). and groundwater monitoring= or
treatment.  The  homeowner is strictly liable for the discharge or spill
and the subsequent clean-up costs. Insurance  companies  have  routinely
included  absolute  pollution  exclusions  in all homeowner policies and
denied coverage of these costs. This legislation requires these costs to
be covered in homeowner policies. These cases. though the often  consti-
tute a severe financial burden to individual homeowners and are a threat
to  the environment are limited and should not impose a burden on insur-
ance companies.

This legislation states that the insurance companies responsible customers of the insurance companies will have to pay for this.  Remember, corporations don't pay taxes, their customers do.

This law is a mistake and another cut out of every single New Yorkers' pockets (remember, renters will pay this too, since their landlords will pass this cost on through rent / fees).

folks can insure anything they want to....models insure their legs/lips/eyes etc......dont tell me that folks with tanks cant
buy a 'rider'......?????

I'm not seeing the cell block......there is ALWAYS a way around/out/in or whatever........as for environmental damage,,,,the
corporations already pay HUGE amounts of 'fees' for environmental issues related to their services......and I'm SURE,,,and
I am saying this as a NYS resident, that NYS collects their own environmental 'fees' via gas/oil etc......

SHOW ME THE $$ TRAIL!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

I think there are not enough "tree huggers" out there to care for the environment, IMHO. We need to protect our Earth for future generations. The environment is just as important as the national debt, both need to be controlled.

Put down the banana pipe. The environmental and emissions controls are NATIONAL issues. The last thing we need on this horrible County Legislature is another person not focused on exploding spending and taxes. Mary should be running for Town Bored. She lacks expertise on County issues. Yet to hear one comment on County disasters like the new $100 MILLION nursing home, Metrograft or firing DEM political hacks.

Like stated before, there are more than enough tree huggers out there. Rotterdam clearly does not need a tree hugger in office. I respect her stand on the environment, but that is surely not a reason to be elected.

Also, Schenectady COUNTY already has an active environmental committee formed that will encompass the entire county. Perhaps Ms. Barrie could become involved there.

There's a REP County platform? There's some news. Did she qualify for the ballot? Heard on Hamburg St that she was having troubling getting enough signatures.

Rep platform???? From reading Grahm's post's, I thought their strategy was to call the democrats liberals and socialist and offer themselves as the alternative with no ideas.  Just expecting people to pull the lever for republicans because it's the "other" major party.  Ya know, the default choice.

The current County republicans are lazy, that's why they WILL lose.  They will be out worked.

Ms Barrie might be nice and all, I don't know cause I don't have a clue who she is. But she's not going to cut it with the environmental stuff. Environmentalists do one thing and one thing only.....SPEND TAXPAYER'S MONEY AND CREATE GOVERNMENT PROGRAMS!
