National Grid: the less you use, the more you pay?

Can some of our elected officials or even the attorney general look into what National Grid is doing with our electric rates? I got my bill from National Grid and was shocked to see what it totaled.
I “used” $29.10 worth of electricity (468 KWH), but they also assessed a charge of $47.05 for delivery services for a total electric charge of $76.15. There is a massive list of “adjustments” listed on the bill.
Maybe I am uninformed, but it seems that the more the consumer tries to save a few pennies on their bills, the more National Grid piles on the adjustments so their profit margin stays the same. So why economize if you actually end up paying more?
Is it possible that if I left every light and appliance turned on for 24 hours a day, 365 days a year the delivery services assessment would drop?

They have contractual responsibilities to their workers $$......they still have to pay their workers a set amount.....our bills pay for that....not to mention
the government "mandates" on research and the likes.........this is where the AG should be looking for obfuscation........

There always has to be a constant to ensure all parties are paid.....extortion must be legal here???? seems that way......
