School board to meet on Raucci
Workplace misconduct allegation new element

    The Schenectady Board of Education will meet in executive session tonight to discuss the future of Steven Raucci, its facilities director accused of incidents involving planting bombs dating back to 2001.
    Raucci, 60, of Niskayuna, is on unpaid suspension after being charged in three separate bombings or attempted bombings, one each in 2001, 2006 and 2007, as part of what authorities say was a pattern of intimidation.
    Board President Jeff Janiszewski issued a statement Wednesday evening saying the board has been monitoring the situation and authorized his suspension last week but is revisiting the issue in light of accusations of workplace misconduct.
    Schenectady County District Attorney Robert Carney disclosed a sexually harassing memo that Raucci had allegedly sent on July 7, 2008, to a new hire. In the letter, Raucci informs that person that she has won a “messenger” position and included 11 “additional conditions of the appointment,” among them, “Take time every day to keep your appearance pleasing for your supervisor.”
    The memo also includes a “Cc:” suggesting a copy went elsewhere, but Carney reiterated he has no evidence that it did.
    A federal lawsuit also was filed last year by former employee Ronald Kriss alleging sexual harassment from Raucci dating from May 2003 through October 2006.
    Janiszewski said that while the criminal allegations were troubling, it was not the board’s business to investigate them. Inves- tigation of crimes is up to law enforcement officials, he said.
    But, he said in a statement, “The workplace allegations and the insinuation that a supervisor may have failed to act upon knowledge of such allegations warrants immediate attention and possible action from the board.”
    Superintendent Eric Ely addressed the sexually oriented memo in a letter to staff on Wednesday.
    “I do want to point out that I have never seen the letter that was brought to light in court documents released via the investigation,” Ely wrote. “I do hope to have more information to share once the investigation is complete and the facts are known.”
    The board will meet 7:30 p.m. at Mont Pleasant Middle School. It is closed to the public but Janiszewski said the board would issue a statement following the meeting.
    Carney wrote in motion papers this week that Raucci is suspected in five separate incidents that could be prosecuted involving explosive devices, including one involving a device found in his Mont Pleasant Middle School office on Feb. 20.
    Admissions by Raucci also support charges in as many as 13 separate criminal incidents, Carney wrote.

School leader ducked job on Steve Raucci

    The question is, how did Steve Raucci manage to work 36 years for the Schenectady City School District before finally being arrested and charged with crimes?
    I mean, here we have a man who is alleged to have set explosive devices on the cars and homes of employees who displeased him, who threatened to kill people, who vowed he would never be taken alive, and so forth, as attested by a variety of witnesses, and yet he continued to reign in the school district as both director of facilities and as president of the local chapter of CSEA until just a couple of weeks ago.
    I do not exempt myself from this scrutiny. I received several tips in recent years that Raucci was bad news, that he was vindictive, that employees were afraid of him, and I never got onto him either. I asked routine questions and came away with the impression that he was just an unpleasant fellow, nothing more.
    I had no reason to believe he was a psycho.
    But of course I didn’t have responsibility for supervising him. Superintendent Eric Ely did, at least for the past five years, and before that other superintendents had responsibility, not to mention the Board of Education.
    How could a guy get away with such terrorizing of employees as he now stands accused of, if indeed that’s what he was doing?
    It’s not as if there were no indications, as Superintendent Ely has falsely claimed. A few years ago a custodial supervisor, Ronald Kriss, complained of ugly and demeaning harassment by Raucci, and his complaint was ignored. He asked to be reassigned so as not to be under the thumb of Raucci, and his request was denied. The situation was severe enough that Kriss took medical leave in May 2005, and when he did not come back to work, the school district fired him.
    The state Workers’ Compensation Board upheld Kriss’s complaint, and Kriss filed a lawsuit against the school district, which is still pending, asking for $8 million in damages.
    A school district employee, presumably Athletic Director Gary DiNola, who retired in 2007, also complained of threats by Raucci, and he was told to go to the police. DiNola appears to have been one of those whose vehicles was targeted by one of Raucci’s quarter-sticks of dynamite.
    Upon information and belief, he provided Ely with copies of e-mails that Raucci had sent him.
    Raucci was paid a salary of $79,000 but was able to increase that to $129,000 by working overtime, checking buildings at night for energy efficiency — basically making sure the lights were turned off. Nice work if you can get it.
    He was promoted to the position by former Superintendent John Falco (who did not return my call seeking comment) and he was overseen latterly by Superintendent Ely.
    By all accounts Raucci was an exceptional fellow.
    “If the cops come to my door, I have my pistol and I’ll blow my head off before I do a day in jail,” a coworker quotes him as saying. “They’ll never take me alive.”
    He has the background for it. His brother committed suicide in prison rather than testify against organized crime associates, according to a court statement by District Attorney Robert Carney.
    His father was convicted of shooting his stepmother (that is, the father’s wife) and killing his half-brother (the father’s son), and likewise died in prison, again according to Carney.
    When Raucci was arrested he had $120,000 in cash and three handguns in his house.
    Now that all this has come to light, both in court papers and in the press, what does Superintendent Ely have to say to his staff in a letter posted on the district’s Web site?
    He says the criminal investigation and the merits of the evidence against Raucci “are not a school district issue but rather are a matter best left to the professional criminal investigators and prosecutors,” which is certainly very convenient for him.
    He says he frequently heard his father say, “believe nothing of what you read and only half of what you see,” and, “Reading the recent editorials and newspaper stories” — about both Raucci and student suicides — “I have come to the realization that, as usual, he was right.” Yes, his father was right: Don’t believe what you read.
    And he says, incredibly, “None of us deserves to be dragged through the mud by our local newspaper.”
    Dragged through the mud, by our accurately reporting what was going on, as best we could in the face of his evasions.
    He tells me through a spokeswoman that he never received a formal complaint against Raucci, but that’s just more evasion. Plenty of people in the school district knew that Raucci was a menace, and plenty of them complained about it, including DiNola. Ely told them to go to the police, or in one case, that of Kriss’s, put him in a position where he was ultimatley fired.
    The best he can come up with now by way of self-justification is to tell his staff that his sainted father was right in instructing him to believe nothing of what he reads, which is surely a great lesson to disseminate in an educational institution.
    Believe me, dear students. Don’t believe court affidavits, don’t believe the local newspaper.
    It’s a sorry situation. For many years, Raucci appears to have terrorized people who worked under this superintendent and his predecessors, and nothing was done to deter him.
    If the criminal charges against him are accurate, he was not just a bully, he was a dangerous and violent psycho.

What about Sheriff Buffardi? Decades of Krat control and hiring of idiots in the City Schools have resulted in their collapse. Nobody votes in School elections-nobody runs for School Bored. What does this sound like? It's so bad that a former SFT Union President Mr. Terry complained about the Gazetto's complete lack of coverage-on another incumbent only fraud election. Board plans Raucci allegations probe
Investigation to include possible coverup

    The Schenectady City School District will conduct an independent investigation into allegations of workplace misconduct by suspended facilities director Steven Raucci and any supervisor who covered up his alleged activities.
    Raucci, 60, of Niskayuna is facing charges in three separate bombing or attempted bombing incidents in three counties dating as far back as 2001. Schenectady County District Attorney Robert Carney said he carried out these attacks as part of a pattern of intimidation.
    The Board of Education took this step Thursday after meeting for nearly two hours in executive session. Board President Jeff Janiszewski stressed that the third-party investigation would focus on just allegations of sexual harassment and other workplace violations, and not the criminal allegations against Raucci.
    “The board’s role is to ensure that the district cooperates fully with law enforcement officials as they conduct their criminal investigation,” he said. “Information that has come out of court proceedings with regard to workplace misconduct, however, must be investigated.”
    Janiszewski said recent court proceedings have implied that a supervisor may have been aware of misconduct and did not act.
    Of particular concern was a memo Raucci had written that Carney included in his application to deny bail for Raucci. In the memo dated July 7, 2008, Raucci told a new female hire for a messenger position to “Take time every day to keep your appearance pleasing for your supervisor.”
    In addition, Carney alleged that Raucci had won a school district power struggle and that “higherups were beholden to him.”
    Janiszewski said the board had never seen this memo before.
    The district is also being sued for $8 million by former employee Ronald Kriss, who alleges harassment by Raucci dating from May 2003 through October 2006. Kriss said he suffers from irritable bowel syndrome and an anxiety disorder and Raucci allegedly made demeaning comments against him. Kriss won a workers’ compensation ruling in his favor. He also alleged that Raucci touched employees inappropriately and sexually harassed them.
    Kriss also alleged in his affi davit that the school district’s director of human resources, Michael Stricos, was close to Raucci and even purchased gifts for him — including a photo of Marlon Brando from “The Godfather” movie.
    Ely said the district did an internal investigation into these allegations and is prepared to litigate them in court.
    On the Raucci matter, the board has asked School Attorney Shari Greenleaf to meet with Carney to request information about the alleged misconduct to the extent Carney is willing.
    Then, Greenleaf is to prepare a list of candidates who could perform such an investigation. This could include other school attorneys, BOCES labor relations specialists, retired school labor personnel or other similar professionals.
    Janiszewski said he hoped that somebody could be hired within a couple of weeks.
    “The investigator will have full access to district records and can expect full cooperation from district employees,” he said.
    This person will prepare a comprehensive report and work with Greenleaf to prepare recommendations for the board. The report’s findings will be made public to the extent permitted by law.
    “It’s the board and superintendent’s sincerest hope that a complete, diligent and transparent investigation, followed by appropriate response, will maintain the community’s confidence in the school district,” Janiszewski said.
    Superintendent Eric Ely said in a prepared statement that he welcomed the external scrutiny and believed the investigation was “very critical.”
    Few people attended the meeting besides the media.
    Parent Kristen Kwiatkowski said she believes Raucci should be terminated because he had an explosive device in his office at Mont Pleasant Middle School. She said her son stayed home from school for a week because he was upset.
    Raucci remains employed by the district. Ely placed Raucci on paid suspension for one week following his arrest Feb. 20. Then, Ely changed it to an unpaid suspension March 2.
    Janiszewski said the district has to be careful with what it says because it is a personnel matter and there is a process that must be followed.
    “People can jump to conclusions based on what’s been heard,” he said.
    Raucci’s employment is governed under the Civil Service Employees Association Local 847 contract. Raucci had served as president of the chapter, which has currently been taken over by the state.
    The CSEA contract states that no employee with a competitive class permanent appointment who has completed the probationary period or those who are in the noncompetitive class who have more than one year of fulltime service shall be disciplined, except for “just cause.”
