A new report from the U.S. Army War College discusses the use of American troops to quell civil unrest brought about by a worsening economic crisis.

The report from the War College’s Strategic Studies Institute warns that the U.S. military must prepare for a “violent, strategic dislocation inside the United States” that could be provoked by “unforeseen economic collapse” or “loss of functioning political and legal order.”

Entitled “Known Unknowns: Unconventional ‘Strategic Shocks’ in Defense Strategy Development,” the report was produced by Nathan Freier, a recently retired Army lieutenant colonel who is a professor at the college — the Army’s main training institute for prospective senior officers.

He writes: “To the extent events like this involve organized violence against local, state, and national authorities and exceed the capacity of the former two to restore public order and protect vulnerable populations, DoD [Department of Defense] would be required to fill the gap.”

Freier continues: “Widespread civil violence inside the United States would force the defense establishment to reorient priorities in extremis to defend basic domestic order … An American government and defense establishment lulled into complacency by a long-secure domestic order would be forced to rapidly divest some or most external security commitments in order to address rapidly expanding human insecurity at home.”

International Monetary Fund Managing Director Dominique Strauss-Kahn warned last week of riots and unrest in global markets if the ongoing financial crisis is not addressed and lower-income households are beset with credit constraints and rising unemployment, the Phoenix Business Journal reported.

Sen. James Inhofe of Oklahoma and Rep. Brad Sherman of California disclosed that Treasury Secretary Henry Paulson discussed a worst-case scenario as he pushed the Wall Street bailout in September, and said that scenario might even require a declaration of martial law.

The Army College report states: “DoD might be forced by circumstances to put its broad resources at the disposal of civil authorities to contain and reverse violent threats to domestic tranquility. Under the most extreme circumstances, this might include use of military force against hostile groups inside the United States.

“Further, DoD would be, by necessity, an essential enabling hub for the continuity of political authority in a multi-state or nationwide civil conflict or disturbance.”

He concludes this section of the report by observing: “DoD is already challenged by stabilization abroad. Imagine the challenges associated with doing so on a massive scale at home."

As Newsmax reported earlier, the Defense Department has made plans to deploy 20,000 troops nationwide by 2011 to help state and local officials respond to emergencies.

The only civil disobedience they should worry about is when a good portion of the population march on Washington to throw the useless non-functioning Congress out in the street and elect people who will follow the will of the people instead of worrying about votes in the next election. There's no way this country is going to act like they're doing in Greece as that accomplishes nothing and hinders progress. When there's no problem invent one so they can waste even more money.

I think the oligarchs have taken control of this country.  There is no voting these bums out, democrats and republicans are exactly the same.  They are bought and payed for be the same bankers, oil men, Wall Street fat cats, and Arab Sheiks.  These two parties have become so powerful, the only way for real change may be the way it's done in Greece, or better yet, Colonial America.  Both parties understand the symbiotic relationship of the two party system, to guarantee their positions in government and assure they are the only players in town.  The charade is over for many Americans, any thinking American can connect the dots of both parties and their connections with corporate America.  Americans are once again clamoring, wondering if we are really receiving true representation by our elected officials. When Democrats who claim to be for the "little guy"  and Republicans can agree to jam a $700 billion spending bill though, with no regard to the majority of those they represent,  and then having no obligation of transparency as to where the money is going says it all for me.  

Americans should fear the 100% hired military, and the likely mutual agreement of the two parties to use the military to control any civil unrest aimed at themselves,  protecting their positions in government.

I guess the government is worried that the taxpayers have had enough of their tax and spend corrupt policies and will finally stand up and throw them out of office. They should be worried IMHO.

I agree. The government may be aware of a possible impending revolt. The 'smart and informed' American people have had it. They proved it with the almost 100% DISAPPROVAL of the largest taxpaid expenditure (bail-out) in American History. And all for what? Corruption that is almost bringing down Capitalism as we 'knew' it.

Tell me....since when do we, the taxpayers, pay to support private business through our tax dollars in this magnatude? The only support they get is through our 'purchases'. And you can bet your sweet a** that my money is now out of my 401K AND as long as Ford continues to refuse bail-out money...that is where I will purchase my next vehicle. And I would suggest everyone else do the same. IMHO

I suspect that the recent U.S. government actions, including the devaluation of our currency that has resulted from the financial (mis)management of our economy, the preparation of our military to quell domestic disturbances, and forging an agreement with the Canadian government that either nation can send troops across each other's borders during civil emergencies are setting the stage for the long rumored establishment of a North American union.  (see story at link below)

Previously, I questioned the assertions of some (including Presidential Candidate Ron Paul) that the construction of a North American (NAFTA) Superhighway that will link the U.S., Mexico and Canada is a first step in the formation of such a union.  However, when you review the recent policy decisions and actions of our federal government and consider that the U.S. immigration laws are not being enforced, it does make one stop to ponder.  Though I don't readily subscribe to "conspiracy theories", a picture begins to emerge as you assemble the pieces of a puzzle.
