Sorry, does any of this sound cynical? I think this is what many Schenectady County residents should think when they see this.

The county roadway to be constructed is in support of the Fortitech business development plans at the county airport.
So the taxpayers are already paying for the Schenectady County Airport. So the taxpayers will pay to construct a new road at the Schenectady County Airport. So the taxpayers will pay for the maintenance/plowing of the newly constructed road at the Schenectady County Airport. And Fortitech will get a gazillion dollars in tax breaks. So where is the return on our money here?
And why is this road construction being paid for with metroplex funds? How were roads paid for before the Plex came into existence?

SCHENECTADY — A snapshot into how state mandates drive up the cost of county government will be outlined at the Schenectady County Legislature’s regular meeting tonight. The executive director of state Association of Counties will give the presentation at 7 p.m. in the Legislature’s sixth floor chamber. Schenectady County is facing a budget shortfall of at least $5 million going into 2009, blamed in part on state mandates, county officials said. In other business, legislators will consider a proposal for the county to establish and operate a day camp for inner-city children this summer in Central Park. The cost of the program is $22,500. The county expects to recoup the outlay by charging children $50 per week to participate. Legislators will also consider a proposal to sell land at the Schenectady County Airport to the county Industrial Development Agency. Fortitech would then buy the land for $1.1 million and build a $4 million distribution facility and research and development center on the property. The county proposes to build a road to the site, using $150,000 from the Metroplex Development Authority to cover costs.
A Resolution authorizing the County Manager to prepare and file a revised certificate of need application and a final implementation plan with the New York State Department of Health regarding the Glendale Nursing Home, and to decertify a certain number of beds at the Glendale Nursing Home.
A Resolution authorizing the county manager to execute a four year agreement agreement with the Schenectady County unit of New York's Health and Human Service Union 1199, Service Employees' International Union, AFL-CIO for the period January 1, 2007 through December 31, 2010.
A Resolution requesting the New York State Legislature to approve a special law to increase the bonding authority for the Schenectady Metroplex Development Authority and to make conforming amendments regarding the imposition of sales and compensating use taxes.

SCHENECTADY COUNTY SEIU pact would raise pay Proposal up for review tonight BY MICHAEL LAMENDOLA Gazette Reporter
Approximately 180 employees of the Glendale Home would receive raises and the county would see savings through changes in health care efficiencies under terms of a proposed 4-year contract. The Schenectady County Legislature is scheduled to review the proposal prior to giving its approval tonight in a special meeting. The contact would cover Jan. 1, 2007, through Dec. 31, 2010, and offers a 3 percent raise for each year to members of SEIU District Council 1199. The county has calculated the cost of the raises at $330,000 the first year; $334,900 the second year; $350,097 the third year; and $360,000 the fourth year. The contract also adds a new longevity step for employees with 30 or more years of service. It offers staff assistance for education expenses, effective this year, and child care subsidies effective 2010. Each benefit is expected to cost the county approximately $55,000 annually. In return, the county expects to see savings of $2,000 per employee each year in health-care costs, said County Attorney Chris Gardner. “This contract aggressively addresses the issue of health-care costs in a comprehensive fashion,” he said. Under the proposed agreement, new employees would pay more in physician copays, $15 as opposed to $10, and would be required to join a less expensive health plan. Also, the contract would end dual coverage of spouses for health insurance, would reduce health plan administrative fees and would increase the bonus to employees who opt out of a county-offered health plan. In addition, the proposed agreement would overhaul retiree health-care benefits, Gardner said. “We improve the benefit level and reduce our costs,” he said. Combined, the proposed contract changes would save the county approximately $661,000 the first year, he said. “We are eliminating a lot of the inefficiencies in system. We expect to save $3.1 million this year through health-care reforms for all contracts with the unions and management-confidential employees,” Gardner said. The county is still negotiating with a final union, the 200-member Sheriff’s Benevolent Association. Last year, it concluded a three-year contract with its largest union, the 800-member Local 847 of the Civil Service Employees Association. The contract offered 3 percent raises per year and benefits similar to those currently being proposed to Local 1199.
