Plan for Hamburg St. a winner

   As one of the early suburbs in the Capital Region, Rotterdam did just about everything wrong in terms of planning for development. Its commercial corridors are mostly a series of strungout, single-story businesses in a sea of asphalt, where the auto reigns supreme and pedestrians fear to tread. Fortunately this seems about to change, at least for the Hamburg Street corridor, as the town has begun planning for a sewer line that would connect that area to Schenectady’s system.
   Hamburg Street has no sewers, relying on septic systems instead. This has discouraged development there; while in the places where lots of development did occur, such as Altamont Avenue, the town had little means of, or interest in, controlling it.
   A sewer line would almost certainly bring development along Hamburg Street, and this time the town wants to make sure it is done right. That means having a management plan in place before the development happens, which would address what kind of businesses could come, where they would go, and how they would look. The draft plan, which is being done by a town-hired engineer and Capital District Transportation Committee, calls for zoning changes and design guidelines — e.g. streetfront development with sidewalks and rear parking, trees and street furniture — that would create a walkable commercial area starting around the old Grand Union. Auto-oriented businesses, such as gas stations or fast-food restaurants with drive-thru windows, would be prohibited or discouraged.
   Supervisor Steven Tommasone, a strong proponent of the plan, talks about preventing sprawl and bringing appropriate kinds of development (and doing the same in other parts of the town with development potential, including Burdeck Street and Rotterdam Junction). He is looking for a private-public partnership involving the town, developers and business owners and Metroplex. The sewers would be easily affordable, he says, if everyone contributed, and the benefits would be widespread. The county and Metroplex would benefit from the added sales tax, for example, while the city would be paid for the use of some of its excess sewage capacity.
   “Transit-oriented development” is a favorite term among planners these days; it calls for smart-growth projects around new subway, light rail or bus lines. This is sewage-oriented development, but it’s the same, good idea. Rotterdam deserves help in making it happen.

I just wonder if any of us will be alive when this project gets completed. Let's hope the town also has plans to put sewers in the rest of the heavily populated areas in Rotterdam where there are septic systems only as well.

Maybe Hamburg st. is what Mr.Tedisco and Mr.Stratton were talking about at the track???? They need to settle the cost to Rotterdam for use of the city's sewage plant....SHOW ME THE MONEY TRAIL.....

Maybe Mr.Tedisco could put a bug in Mr.Silvers ear for the sex offender legislation across the state----with BITE in it......

I believe that it is more important than ever now to vote responsible representatives in to office. Hamburg Street is at least being discussed and 'studied'. We don't want this to be dead in the water before it even has a chance to get off the ground.

I kind of disagree with ya here senders. The city of schenectady residents and business owners are paying huge taxes, and what do they have? Oh sure they may have sewers, but the rest of the place is falling down around State Street. Taxes aren't clearly the answer in their case.

Perhaps if they had better elected officials, it would be different. But it has been bad for a the past few administrations.

bumble....you just said what I meant....folks complain about high taxes....but we seem to get tired(I'm sure the government likes this) of following THE MONEY TRAIL AND HOLDING ACCOUNTABLE that/those which we have paid for......yet, some things of quality DO cost more therefore, you get what you pay for.....

It's time to call the U-Haul on Hamburg Street. I went down the street today and noticed grafitti by the sign. It looks terrible. They need to clean it up.

Hurry, let's call Suzie Savage and have her get that law passed right away.

ROTTERDAM: Town hears plan for corridor

Rotterdam’s study to revitalize the area of Hamburg Street and Curry Road is nearly complete.

Project manager Ian Law of Synthesis presented ways the town could rezone the area to promote the right type of growth at an informational meeting at Town Hall Thursday, Aug. 23.

“Change is happening, and when you have a plan, it helps you react to that change in an appropriate way,” Law said.

The study spans the area along Hamburg Street from Schenectady to Interstate 90 and Curry Road from Interstate 890 to Mohonasen High School. Currently the area is mostly zoned residential with a strip of commercial zone along Hamburg Street.

Town Planner Peter Comenzo said the current vacant storefronts and run-down properties might be a plus in redesigning the area.

“We have an open palette right now,” he said. “This is a key time for planning and getting the town on the right track for the future development that will come in.”

Taking into account the needs of the community and the neighborhood, Law proposed a few major rezones to the study area.

First, he said, the long-vacant Grand Union plot could be rezoned as mixed use/neighborhood center to promote small retail and professional businesses, along with loft-style apartments.

“We want to bring together live, work and play here,” Law said.

Buildings would be about 50 feet tall, close together and would be pushed closer to the road with large sidewalks to incorporate outdoor cafes.

The area surrounding Fort Hunter and Curry Road could also be rezoned as a neighborhood center to promote the same type of feel but on a smaller scale with small shops and businesses. Law said post offices and libraries could also work in this area.

“These community centers provide more of a community feel,” Supervisor Steven Tommasone said. “Rather than a commercial thoroughfare we want to create that small town atmosphere.”

Law proposed that the land on Curry Road near I-890 could be rezoned as commercial planned unit development. This zoning allows for larger businesses such as Barnes and Noble and Target.

Law said the best part about the study area is the surrounding neighborhoods. There are about 250 houses within a five-minute walk from each of the proposed commercial centers and about 1,100 houses within a half mile from the centers.

One goal is to promote walking in the area to keep traffic levels down while still encouraging development.

“All the houses are so close. By far the greatest asset to this area is the people and the neighborhoods,” Law said.

Getting sewer hookups down Hamburg Street is still a major aspect to development within the area. While still in the concept stage, town officials seem confident that sewers will be installed in the near future, and once they are, development will be quick.

“Once sewers are built, development is going to take off and we have to have a plan for the future of our town,” Comenzo said.

For the immediate future, to brighten up the area, Law encouraged more landscaping throughout Hamburg Street to break up the endless pavement.

“It’s amazing what nicely designed architecture and a little landscaping can do,” Law said.
